AFRICAN DEVELOPMENT BANK - UP-DATE ON NEW DEVELOPMENTS Opportunities for Follow-Up Action in Africa

Both the U.S. Executive Director to the AfDB, Alice Dear, and the new President of the AfDB, Mr. Omar Kabbaj, were in Washington last week and met separately with NGOs. As it continues to be exceedingly difficult to receive up-dated information on the AfDB, I briefly summarize some of the information they provided, which may be useful to prepare for follow- up action by non-governmental-organizations particularly

1) Organizational Restructuring

The restructuring of the AfDB is nearly completed. The Bank has been downsized (about 170 positions were abolished) but now the Bank is looking to fill about 60 new positions. Since July 1995 the Bank has a new Board of Directors (most, but not all of the Bank's long-term executive directors have been replaced). The restructuring is the follow-up to the recommendations of the 1994 Knox Report as are "the development of a new culture" at the Bank, a new "country focus" and the development of an action plan.

The action plan will outline the implementation of reforms recommended by the Knox report. It will be presented to the Board at the next annual meeting.

A task force within the Bank is currently evaluating the Bank's portfolio, this evaluation (which we are told is not a follow-up to the Knox report) will be presented to the Executive Board in April/May 1996.

Both the action plan and the evaluation report are of interest to NGOs.

2) New Environmental Unit

The previous Environment and Social Policy Division of the AfDB was abolished in the first round of restructuring at the AfDB. Largely as a result of international protest, a new Environment and Sustainable Development Unit (ESDU) has been established at the Bank, which has become effective as of February 1, 1996. Unfortunately, the head of the old environment division, Mr. Lual Deng, has decided to leave the Bank which is being felt as a great loss by many of us in the environmental community.

The new unit will have seven professional staff members. So far three staff members are in place. A new head for the unit will have to be found. The terms-of-reference for the Unit have not yet been defined. The TOR as well as a description of the skills of the remaining staff people to be hired for the Unit are to be based on the findings of the above mentioned evaluation report.

This strengthens the need for NGOs to have access to the evaluation report. Also, NGOs may want to propose candidates both for the position of head of the unit and the other positions

3) Information Disclosure Policy under Preparation

The AfDB is currently preparing a policy on information disclosure. An initial draft of November 1995 was considered "too sketchy" to be circulated for comments. According to Mr. Kabbaj, the new policy will be similar to the ones at the other multilateral development banks (note: there are big discrepancies between those with the European Bank for Reconstruction and Development having a very restrictive information policy). It was also announced that a Public Information Center will be opened which will "be available to everyone". In Mr. Kabbaj's words "projects will be explained to civil society".

NGOs present at the meetings in Washington have requested that a draft of the information policy be circulated to NGOs to allow outside input. While there seemed to be agreement in principle about this, it is unclear of how the request will be met.

4) Future consultations with Non-Governmental-Organizations

President Kabbaj is in favor of holding productive meetings with NGOs. He believes that these meetings should not be held at the time of the annual meetings given the busy schedule of Bank staff at that time. He himself would like to be part of these meetings or send a personal emissary.

This last point marks a substantive improvement over some of the NGOs past experiences with consultative processes with the Bank, where mostly Bank staff without influence over Bank decision-making processes were present.

African NGOs may want to request a consultation with the AfDB, including President Kabbaj as early as possible. The consultation should include the NGOs at large, including NGOs from donor countries to help influence governments with respect to reforms at the AfDB that African NGOs choose as priorities (for example, abolishing the terrible habit of tied bilateral funding for environmental impact assessments, which often precludes the participation of nationals in the EIA process, as funding is limited to paying for consultants from the country providing the funding).

Banque Africaine de Developpement Mise a jour sur quelques-uns des derniers developpements

Opportunites d'action de suivi

Le directeur executif americain de la BAD, Alice Dear, et le nouveau president de la banque, M. Omar Kabbaj, etaient a Washington la semaine derniere et ont rencontre separement les ONGs. Comme il reste extremement difficile d'obtenir des informations recentes sur la banque, je resume brievement quelques informations qu'ils ont fournies, et qui pourraient etre utiles pour preparer un suivi par les organisations non gouvernementales en particulier en Afrique.

1) Restructuration de l'organisation

La restructuration de la BAD est presque terminee. Les effectifs de la banque ont ete reduits (disparition de 170 postes environ) mais maintenant la banque cherche a remplir 60 nouveaux postes. Depuis juillet 1995, la banque a un nouveau Conseil d'Administration (la plupart, mais pas tous, les administrateurs en poste depuis longtemps ont ete remplaces). La restructuration est intervenue a la suite des recommendations du rapport Knox de 1994 sur "le developpement d'une nouvelle culture" a la banque, et une nouvelle "orientation par pays", et le developpement d'un plan d'action.

Le plan d'action devra souligner la mise en place des reformes recommandees par le rapport Knox. Il sera presente a la prochaine reunion annuelle du Conseil d'Administration

Une equipe de travail interne de la Banque est en train de faire une evaluation du porte-feuille de la Banque, cette evaluation (qui, nous a-t-on dit, n'est pas faite en reponse au rapport Knox) sera presentee au Conseil d'Administration en Avril/Mai 1996.

Le plan d'action ainsi que le rapport d'evaluation sont des elements interessants pour les ONG.

2) Nouveau departement pour l'environnement

L'ancienne Division pour l'Environnement et les Politiques Sociales de la BAD a ete dissoute lors de la premiere vague de restructuration de la BAD. Principalement en reponse aux protestations internationales une nouvelle Unite d'Environnement et de Developpement Durable a ete mise en place a la banque, et a commence son travail le premier fevrier 1996. Malheureusement, la directeur de l'ancienne division, M. Lual Deng, a decide de quitter la banque ce qui est ressenti comme une grande perte par beaucoup d'entre nous dans la communaute environnementale.

La nouvelle unite comprendra sept cadres professionnels. Jusqu'a present trois membres sont entres en fonction. La nouvelle direction reste a etre trouvee. Les termes de reference pour l'unite n'ont pas encore ete definis. Les termes de reference ainsi que les qualifications du reste du personnel qui doit etre embauche devront etre bases sur les remarques du rapport d'evaluation sus-mentionne.

Cela renforce le besoin pour les ONG d'avoir acces au rapport d'evaluation. Aussi, les ONG voudront peut-etre proposer des candidats pour le poste de chef de departement ou les autres postes.

3) Preparation d'une politique interne d'acces a l'information

La BAD est en train de preparer sa politique d'acces a l'information. Un projet initial de novembre 1995 a ete juge "trop rudimentaire" pour etre soumis a commentaire. Selon M. Kabbaj, la nouvelle politique sera similaire a celle des autres banques multilaterales de developpement (remarquez cependant qu' il y a de grandes differences entre ces dernieres et celle de la Banque Europeenne pour la Reconstruction et le Developpement qui a une politique d'information tres restrictive). Un Centre Public d'Information sera ouvert qui sera a la disposition de tous. Selon les propres termes de M. Kabbaj: "les projets seront expliques a la societe civile".

Les ONG presentes aux rencontres de Washington ont demande qu'une version du projet de la politique d'information soit communiquee aux ONG pour qu'elles puissent y contribuer par leur apport. Alors qu'il semble y avoir un accord de principe sur ce point, il n'est pas certain que cette demande sera satisfaite.

4) Futures consultations avec les ONGs

Le President Kabbaj est favorable a la tenue de rencontres productives avec les ONGs. Il croit que ces reunions ne doivent pas se tenir au meme moment que les reunions annuelles du Conseil d'administration a cause de l'emploi du temps charge du personnel de la Banque a cette periode. Il voudrait participer lui-meme a ces reunions ou envoyer un representant personnel.

Ce dernier point marque une amelioration importante par rapport aux experiences passees des ONGs en matiere de processus consultatif avec la Banque, ou pratiquement uniquement le personnel de la banque sans influence dans le processus de decision etait present.

Les ONG africaines voudront peut-etre demander une consultation avec la Banque y compris President Kabbaj, le plus tot possible. La consultation devra etre largement ouverte aux ONGs, y compris les ONG des pays donateurs qui peuvent influencer leur gouvernement sur les points de reforme de la BAD que les ONG africaines choisissent comme priorites (par exemple, l'aboliton de cette terrible habitude de financement bilateral lie pour les etudes d'impact environnemental, qui empeche souvent la participation des nationaux dans les etudes d'impact, car le financement est limite a la remuneration des consultants du pays qui procure les fonds.)
