ED Board Fact Sheet
ED Board is the computer bulletin board at the Grants and Contracts Service of the U.S. Department of Education (ED) which broadcasts information about ED's grants and contracts. Most information on ED Board can be displayed or downloaded to your personal computer (PC).
--- Who can use ED Board?
Anyone with a PC and modem who is interested in information
about contracts or grants at ED. There is no
pre-registration and no charge for using ED Board except
for the long distance phone charges.
--- About ED Board.
The ED Board is on-line 24 hours a day (except during
system maintenance) and has four 14,400 bps modems with
settings of 8 data bits, 1 stop bit, no parity. ED Board
is only available by phone but Internet access is possible
via the Fedworld BBS.

--- System parameters.
When you log on as new user, ED Board asks for your first
name, last name, city/state, and a password. Then ED Board
needs to know your system parameters to talk correctly with
your PC, such as terminal type (or emulation) used by your
communication software, whether you wish to pause or
continuously scroll documents on the screen, how many lines
to display before pausing. Your parameters should be
explained in the manual for your communication software.
Consult the manufacturer or vendor if you cannot find the
information. You can always adjust ED Board's setting for
you, by selecting "Change Terminal Settings/Miscellaneous"
on the ED Board main menu, and then select "Change Terminal
Settings". The two most common mistakes made by new ED
Board users are to request no line feeds (usually they are
needed) and to set the lines per display page to 80 (24
lines is usual).

Grant Combined Application Notice (CAN) -- Notice published annually in September in the Federal Register announcing application information for grant programs. This notice includes information on application availability dates and deadline dates for grant programs.
Database of Grant Program Announcements -- Database on announced grant programs which is searchable by program office, Federal Register publishing date, or current availability.
Application for the Education Solicitation Mailing List -- Application form and instructions to be included on the contract bidders list at the Department of Education.
Guide to Doing Business with the Department of Education -- General information about the contracting process at the Department of Education, including information on minority and set-aside programs.
Requests for Proposals -- As Requests for Proposals (RFPs) are announced in the Commerce Business Daily (CBD), the RFP announcements are included on ED Board.
Forecast of Contract Opportunities -- Listing of possible upcoming contracting opportunities at the Department. This is an informational listing, not a RFP announcement. When the Department decides to create a contract, a formal RFP announcement will be published in the CBD. For 8(a) or minority contracting opportunities, however, contact the Department's Office of Small and Disadvantaged Business Utilization, (202) 708-9820.

We provide public access only to our Gopher Server, not a
Gopher Client. To access our Server, you must have one of
the following options at your site:
1) You run a Gopher client locally
2) You run a Gopher server locally (which generally will
have a gopher client attached to it)
3) Your site provides neither of the above, but you can
Telnet places.
***** 1) ***** If you run a gopher client which enables you
to use the command line, you can use the command: gopher
gopher.ed.gov
If your gopher client already points to a server somewhere,
you will surely find a menu option called something like
"Other gopher sites in the world" (or some equivalent
name). From that option, search sites in North America,
USA. We are not yet listed under Washington, DC, but we are
listed under All Servers and General Servers as U.S.
Department of Education/.
***** 2) ***** If your site runs a Gopher Server (and
attached client), you should be able to do what was
described under 1) above.
If you find our Gopher Server useful, you may want to ask
your system administrator to add U.S. Department of
Education (gopher.ed.gov) to your Gopher Server as a more
obvious and easily accessible menu item than just Other
Gopher sites in the world. The administrator can set a
pointer to us (or any other Gopher Server) from any level
of your gopher server menu. This is for added convenience;
the capabilities and information will be the same.
***** 3) ***** If you can only Telnet out, you must telnet
to a site which provides public access to a Gopher Client.
This should be your last resort because performance will
not be as good; these public gopher sites get quite busy.
Reprinted below is a section from the Gopher FAQ
(frequently asked questions) which lists public access
Gopher Clients. Please note that these sites may
discontinue this service at any time. You may also want to
experiment to see which provides the best performance; we
suggest you use those in North America. To use one of the
clients listed below, telnet to the site (domain name or IP
address) and log on as indicated. From there, search for us
under Other Gopher sites in the world as explained under 1)
above.

It is recommended that you run the client software instead
of logging into the public login sites. A client uses the
custom features of the local machine (mouse, scroll bars,
etc.) and gives faster response.

The Department's Internet site is currently maintained by
the Office of Educational Research and Improvement on its
Institutional Communications Network (INet) and focuses on
research, improvement, and statistical information.
Information about other ED programs and offices is so far
limited. Watch for a Department-wide Internet system in
late 1994.

OERI will continue to focus its resources on making as much
information as possible available through the ED/OERI
Gopher server, in order to permit access by as many
educators as possible. As we do not have the resources to
put every document in hypertext format, we will use the Web
for those publications which benefit most from hypertext
presentation, and we will maintain meaningful links to
relevant sections of our Gopher server.
ACCESS VIA INTERNET
The ED/OERI Gopher server can be accessed by pointing your
Gopher client software to: gopher.ed.gov or select North
America-->USA-->General-->U.S. Department of Education from
All/Other Gophers in the World.
FTP users can access the information (same material
available on Gopher server) by ftping to: ftp.ed.gov
Please note that we do not offer public access Gopher or
WWW clients. You cannot access our server by telneting to
our site. You must either have an appropriate Gopher or WWW
client, such as NCSA Mosaic or Lynx, at your site or be
able to telnet to a public access client elsewhere.

accessibility. This information is for general distribution.
To move between menus or to select options (in most cases),
press the letter enclosed in brackets next to the menu
option you want. For example, press C to select "
When you log on, you will see the main menu listing the
options available. The system organization is tailored to
provide grant and contract information in a
straight-forward manner. The organizational structure of
ED Board is displayed below.

Some larger files on the ED Board are compressed to
decrease the download transfer time. These files cannot be
displayed on ED Board. They must be uncompressed or
"unzipped") after downloading them to your PC. To do this
use the pkunzip program. If you do not already have the
pkunzip program, it can be downloaded from the "Change
Terminal Settings/Miscellaneous" sub-menu. To unzip a
file, put the pkunzip.exe file and the compressed program
in the same directory and type "pkunzip" followed by the
name of the file, for example "pkunzip gcs1a.zip". The
unzip program is designed for use on IBM PC compatibles and
therefore can not be used on Apple machines.

There is a
round-about way to access ED Board through internet via the
Fedworld BBS gateway to Federal BBSs. Fedworld's Internet
address is telnet fedworld.gov. Go to the Federal
gateway and ED Board is BBS #110. Fedworld will connect to
ED Board via modem.
INet - ED/OERI Internet Node has some grant and contract
information as well as information about OERI activities.
