Running a server for WWW requires a TCP/IP connection to get to it, the countries with the minimal capacity would be those reported to have TCP/IP connectivity. Those are, at last reading: South Africa, Egypt, Tunisia and Algeria.

My personal knowledge only extends to a couple of South African WWW servers.
