You might also be interested in the IFIP Working Group 9.4 conference on "The impact of Informatics on Society -- Key issue for Developing Countries." It will be in Havana, Cuba, February 21-23, 1994. This conference is part of INFORMATICA '94, which means it will be held at the same time and conference center as many other conferences and a trade show. (So you may wish to stay the entire week).
