This list was originally compiled for a talk to biologists doing research in Africa which I gave 93.04.23 at the NSF in DC. The purpose of the list is not to enumerate all the wires running in Africa, but rather to help answer the question "How does a normal person communicate with someone in X. Where might I find publicly available email in X?" I am particularly interested in nodes which support and encourage an open national and worldwide academic and NGO networking infrastructure.
