Networks in Ghana

I have recently started research for a project to connect a small group of organizations (4) in Ghana and at Cornell by electronic mail. I am writing to see if there is anyone out there who knows current information about the following:

1) The current state of computer networking in Ghana.

I am very interested in both Academic & Research networks (for example, to the University of Ghana, Legon and to the University of Science and Technology in Kumasi) and in NGO networks which might offer subscriptions to other NGOs (particularly in and around Accra).

2) Initiatives to further develop computer networking in Ghana.

I have already searched gopher.psg.com and have found some old references to Fido nodes (at FOE and CSIR in Accra) and reference from 1992 to an initiative to set up both a commercial, and an academic and research network in Ghana led (?) by Dr. J. J. Akabutu in Edmonton, Canada and Daniel Hagan at the University of Alberta. In addition I have found references implying that three initiatives have plans to extend network services in Ghana including RINAF, CABECA (PADIS), and WedNet.

The resources we have available for this project are quite limited. However, I would like to tailor our activities so that they can dovetail as much as possible with other initiatives in order to broaden the benefits of our efforts, rather than re-invent the wheel.

Any information that you can provide on the above would be greatly appreciated.
