Officer-in-Charge Information and Communications Division: Mr. Taysir Mustafa. Founded in 1977 as a Special International Finance Agency within the United Nations System. Its mandate specifies that it provide for the poorest, most food deficient groups in the developing world. It works to increase food production and improve human welfare. The projects include: agricultural development, rural development and credit, irrigation, livestock development, program loans, research/extension/training, fisheries and settlement. The bulk of the funds (67%) go to agricultural development, rural development and credit. IFAD also makes Technical Assistance Grants for project preparation, agricultural research relevant to small producers, training, Special Operations facilities and the NGO Extended Cooperation Programme. IFAD has also established (in 1986) a Special Programme for sub-Saharan African Countries Affected by Drought and Desertification (Special Programme for Africa: SPA), for short and medium term development of agricultural capacity. One group of programs involves reseach for developing technologies for agriculture, livestock production and environmental conservation in arid and semi-arid regions. A second group of studies is investigating the impact of policies and infrastructure on subsistence farmers and pastoralists in Ghana, Kenya, Madagascar, Malawi and Niger. With the United Nations Industrial Development Program (UNIDO) and the United Nations Development Fund for Women (UNIFEM), SPA produced the joint study: Local Production of Appropriate Technology for Women, with case studies from Burkina Faso, Mali, Niger and Togo. Some of the recent projects in the Special Programme for Africa: Agricultural Rehabilitation Project (Mauritania), Smallholder Rehabilitation and Development Project (Ghana), Central Plateau and Water Conservation Project (Burkina Faso), Soil and Water Conservation and Agroforestry Project (Guinea), Kidal Food and Income Security Programme (Mali), Agroforestry Development Project (Senegal).
