Environmental Issues and Electric Generation Restructuring

In 1996 Pennsylvania deregulated its electric generation. When electricity generation was a regulated monopoly in Pennsylvania, little progress was made on issues such as energy efficiency, energy conservation, and the development of alternative energy from wind and solar. Many hoped that deregulation might see the development of an environmental market for conservation and alternative energy.

What was the real promise of deregulation for the environment? How have energy efficiency and alternative energy programs fared under deregulation?
