This panel will address some of the issues which water managers face. They include finance, design, construction, operation and maintenance of the pipes and machinery which constitute the 'metabolism' of our Cities. Cities and their water demands grow and must face competing demands from a network of political jurisdictions as well as conflicting demands of pollution control, water supply, floods, droughts, recreation and navigation. Land uses have a powerful impact on water quantity and quality. Disputes about water often serve as surrogates for land-use conflicts. Sound water management requires orchestration all of these factors in a setting of growing regulatory demands and competition for limited water resources. This panel will explore these issues.
