Robert Allison
Director of Finance
Bob Allison is the Executive Director of Finance for the School of Arts and Sciences at the University of Pennsylvania. Bob began working at Penn in
1988 as an Accountant/Financial Analyst at CPUP, and has held positions in Business Services and the Comptroller's Office before joining the School of Arts and Sciences in September, 2004. Bob has a Bachelor of Science in Accounting from St. Joseph's University and is a CPA licensed in Pennsylvania.
In his role as Executive Director of Finance, Bob is primarily responsible for ensuring the success of the School's Regional Business Offices, which
provide financial and administrative support to the School's faculty and researchers. Bob is also responsible for providing fiscal oversight for
the School, ensuring compliance with University and governmental policies, and representing SAS on several University-wide committees.
Charles Bronk
Director of Facilities Planning and Operations
Charles Bronk is responsible to the Vice Dean for Finance and Administration for facilities management and operational services functions for the School of Arts and Sciences, to ensure proper maintenance and utilization of physical facilities in the School. Serves as the principal liaison between the Office of the Dean and the various departments of the Vice President for Facilities and Real Estate Services. Responsible for facilities planning, operations and project management
Graduate of the University of Delaware , 1969, with a Bachelor of Arts in Biology. Course work toward a PhD in Biology at the University of Pennsylvania 1970-1979. Completed all but dissertation. Former Facilities Manager of the Biology Department of the University of Pennsylvania from 1981-1983. Assistant Director of Facilities Management for the Faculty of Arts and Sciences of the University of Pennsylvania 1983-1985. Director of Facilities Planning and Operation from 1985 to the present.
Pat Burns
Director of Human Resources
Pat Burns is the Director of Human Resources for the School of Arts and Sciences at the University of Pennsylvania. Pat has overall responsibility for managing the human resource needs of the SAS staff. This includes staff relations, compensation, benefits administration and staff recruitment. She is also responsible for developing programs that promote staff development, assessing training and development needs and designing and coordinating training development programs. She assists the SAS faculty as it relates to their management of staff and assists all SAS managers and staff in interpretation of HR policy. She supervises a staff of two.
Pat began her Penn career in 2003 bringing with her many years of HR experience that she gained while working in the for-profit sector. Pat has a degree in Sociology from Villanova University and is SPHR certified.
Anne Campbell
Senior Director for Financial Systems and Special Analysis
Anne Gellhorn Campbell is the Senior Director for Financial Systems and Special Analysis for The School of Arts and Sciences of the University of Pennsylvania. Reporting directly to the Vice Dean for Finance and Administration, Anne has represented SAS on University-wide initiatives for budgeting or other financial systems development projects.
Graduating from Colby College in Maine, with a BA in Mathematics, Anne pursued a first career as computer programmer, both commercial and scientific, in New York and Chicago, then returned to PhD studies at Columbia University in Physiological Psychology, earning the Masters and the M.Phil. (all but dissertation). She came to Penn in 1985 to provide temporary computing support for administrative computer users, and has continued working within the SAS Dean’s office providing institutional research, financial analysis and support, budget system development and liaison with University financial initiatives up to the present.
Elissa Tieyah
Interim Director of Budget and Decision Support
Elissa Tieyah is Interim Director of Budget and Decision Support for the School of Arts and Sciences of the University of Pennsylvania. Reporting directly to the Vice Dean for Finance and Administration, Elissa has management responsibility for the school's budget and for related analyses, projections and reports in support of the financial planning and decision-making for the School. With a staff of three professionals, the office manages long-term budget submissions, oversees the preparation of detail annual budgets for all units of the School, provides supporting analyses in areas of financial and budgetary impact, develops models for projecting revenue and expense across broad categories, and works closely with the Vice Dean and others on budget and planning information needs.
Elissa began working at Penn in 2002 as a Budget/Financial Analyst for SAS. Elissa's previous work experience includes positions at Southern Methodist University in Dallas and at Boston University. Elissa received her MBA from the University of Oklahoma and her Bachelor of Arts from Dartmouth College.
Ira Winston
Executive Director of Information Systems and Compting
Ira Winston is the Executive Director of Computing for the School of Engineering and Applied Science, the School of Arts and Sciences and the School of Design and the Director of Facilities Planning for the School of Engineering and Applied Science at the University of Pennsylvania. Ira started working at Penn in 1980 as a Systems Programmer in the Computer and Information Science department after receiving his bachelor’s and master’s degrees from that department.
In his role as Executive Director of Computing, Ira manages a staff of seventy five professionals who are responsible for instructional, research and administrative computing for approximately 15,000 students, staff and faculty, working with the faculty to set direction, and serving on numerous University-wide committees. He has been involved with various campus-wide IT projects throughout his career at Penn including the planning of multiple generations of the campus network, the campus IT governance system and course management software implementation. Ira serves as Penn’s representative to the Ivy-plus Directors of Academic Computing group and was the first chair of Penn’s IT Roundtable group, which includes the computing directors from all of the schools and centers.
In his role as Director of Facilities Planning for the School of Engineering and Applied Science, Ira oversees major construction projects including a new $20M building for the Department of Computer and Information Science (completed), a new $38M building for the Department of Bioengineering (in construction) and an $80M building for research in Nanotechnology (in fundraising).
