Many nations face a rising tide of immigrants that are more ethnically and religiously diverse than ever before. Heightened disputes have erupted over whether these immigrant flows are harmful or helpful to economic prosperity, political stability, cultural coherence and national security in both sending and receiving nations. Political science professor Rogers Smith is chair of the new Penn Program on Democracy, Citizenship and Constitutionalism. In its inaugural year, the program will take up the theme of Citizenship, Borders and Human Needs. Professor Smith will provide an overview of the main issues that faculty and students will explore over the coming year under the auspices of the Penn Program on Democracy, Citizenship and Constitutionalism.
Rogers M. Smith is the Christopher H. Browne Distinguished Professor of Political Science at the University of Pennsylvania. He teaches American constitutional law and American political thought, with special interests in issues of citizenship and racial, gender and class inequalities. He has published over 100 essays in academic journals and has edited volumes and public-interest publications, including the American Political Science Review, the Western Political Quarterly, Studies in American Political Development, Daedalus, Social Research, Yale Law Journal, the American Prospect, the Nation and others. He is author or co-author of five books: Stories of Peoplehood: The Politics and Morals of Political Memberships, The Unsteady March: The Rise and Decline of Racial Equality in America, Civic Ideals: Conflicting Visions of Citizenship in U.S. History, Citizenship Without Consent: The Illegal Alien in the American Polity (with Peter H. Schuck) and Liberalism and American Constitutional Law.
