Professor of Political Science Jack Nagel has been appointed Associate Dean for Graduate Studies in the School of Arts and Sciences, effective July 1, 2004. He will succeed Walter Licht, who will return to teaching and research in the history department after serving nearly a decade as an administrator for the School.
As associate dean, Professor Nagel will oversee the School’s doctoral programs, which take place in 34 graduate groups and enroll a total of 2,000 students. He also will be responsible for the School’s master’s programs in governmental administration and organizational dynamics, as well as for its area studies centers and a variety of other centers.
Profesor Nagel, who has been at Penn since 1971, is the Steven F. Goldstone Endowed Term Professor of Political Science. His research and teaching focus on democratic theory, electoral systems, social choice, and political participation. He holds a B.A. from Swarthmore College and a Ph.D. from Yale University. During his tenure as department chair from 2000 to 2003, he led a highly successful effort to build the political science faculty and programs. He has also chaired the graduate groups in political science and public policy analysis and has directed the Washington Semester Program.
SAS Dean Samuel H. Preston said, “I look forward to working with Jack and am confident that the School’s graduate education mission will be well served by him.”

Professor Licht has served two terms as associate dean for graduate studies, from 1995 to 1999 and from 2002 to the present. In between, he was a “divisional” dean with oversight for several academic departments. Throughout his tenure he has also been responsible for the School’s research centers and area studies initiatives.
“ Walter has been a forceful advocate for graduate education within SAS and the University. We are all in his debt for his dedicated and distinguished service,” Preston said.
