Drs. Jeffrey Roth and Christopher Koper, joined by a multi-institutional group of researchers under the direction of Dr. Roth, conducted a multi-year assessment of the Community Oriented Policing Services (COPS) program, the federal government's $9 billion initiative (enacted in 1994) to add 100,000 police officers to America's communities and promote the philosophy of community policing.
