The Information Technology and Politics section of the American Political Science Association awarded its best paper award to "'I wld like u WMP to extend electricity 2 our village:' On Information Technology and Interest Articulation" by Professor Guy Grossman and his co-authors Macartan Humphreys and Gabriella Sacramone-Lutz.
